No, it means that any shrinking and major colour bleeding will already have occurred.

When was the last time anybody got any colour bleed from a commercially available t-shirt? Must be decades for me...but then again, I always wash everything at 30 degrees (see below).
I don't understand the shrinking point at all - if you wash anything too hot it can shrink at any time.
